Always on top window losing always on top when link is clicked.

I encountered something odd.
I have an outlook task that I want always on top, in it there's a link. When I click the link and another window is opened the always on top window loses its always on topness

Why?
Any fix to this?
Here's a screenshot of the pinned window. As soon as the link witht he *.msg file is clicked and trust center opens the window gets unpinned

Try to following command and let me know if it works better.

Hmmm, does not work either. I have tried with different methods using Dexpot and other tools that can "pin on top", I guess they all use the same method. Does not seem to work. Funny. Maybe a coming together of a variety of things that results in the unpinning of the app?
It only occured in this special circumstance. Any idea on how to fix this? Coudl there be a template that automatically retriggers the pin action after the link in that very special outlook window is pressed?
