The F11 "Full Screen Mode" works in every browser I try UNTIL I install FASTKEYS. Uninstall it and F11 works again.
Is there a workaround?

Simply change the shortcuts in Preferences/Functions/Macro Recorder.

In FastKeys open Preferences (gear icon on top left), select Macro Recorder from menu on the left and change the shortcuts there.

If the intention of your instruction to to simply change the command associated with F11 to some other key combination: It doesn't work. In searching the issue, it seems, the F11 command itself is the issue and is being intentionally blocked by the browser (???What do I know?)
Here's an interesting quote:
"Chrome intentionally prevents any keyboard event listeners from firing when F11 is pressed when the browser is in "full screen mode." This is to prevent malicious JavaScript from preventing the client from leaving "full screen mode."

I don't understand this, but this seems important: "Chrome intentionally prevents any keyboard event listeners from firing when F11 is pressed..."

Thoughts?

I just wanted to reiterate that this is only an issue when FK is installed.

I don't understand what you are saying. As explained. go to Preferences/Macro Recorder and change the F11 shortcut to something else - click the shortcut input field and press a new shortcut on the keyboard or press Delete to remove it. Select OK to save.
