When i activate a text expander snippet that requires INPUT, the popup window displays near the active cell when activated. (in excel) If i'm working near the bottom of the spreadsheet, the INPUT window gets cut off (screenshot). Is there a way to center the INPUT window on the screen?

This should not be the case. Are you using multiple screens? Try reloading FastKeys after changing your resolution.

I am using multiple monitors. I did try a different resolution. The window still follows and eventually cuts off at the bottom of screen. With one monitor, after reloading, it still follows but now manages to stay on the screen.

One solution would be to align the bottom edges of your monitors - right-click on the desktop and select Screen Resolution, then move the smaller monitor to align bottom edge with the bigger monitor.
